The three efforts below were carried out as a volunteer legislative patient advocate with the National Patient Advocate Foundation (NPAF).
2014 · Signed Into Law
Worked directly with Sen. Tom Buford, the bill's sponsor, in the campaign to pass this legislation. Signed into law by Gov. Steve Beshear in April 2014, effective January 1, 2015, the bill capped patient out-of-pocket costs for a 30-day supply of orally administered cancer medication at $100, addressing a disparity where IV chemotherapy was billed as a low-copay medical benefit while oral chemotherapy was billed as a pharmacy benefit, sometimes costing patients over $1,000 a month in coinsurance. The campaign drew support from cancer survivors, the Kentucky Pharmacists Association, the Leukemia & Lymphoma Society, and the International Myeloma Foundation. The law applies to private commercial health plans that already cover chemotherapy and does not affect Medicare. With its passage, Kentucky became the 34th state, joining 33 others and the District of Columbia, to enact oral chemotherapy parity legislation.
2015 · Not Passed – Reintroduced Since
Worked with Rep. Andy Barr (R-KY) and his staff, meeting in Washington, DC, as he championed this bipartisan bill with Rep. John Carney (D-DE). It would have required credit reporting agencies to remove paid or settled medical debt from a consumer's credit report within 45 days, down from a wait of up to seven years. The bill did not pass in 2015, but the effort has continued: it has been reintroduced in nearly every Congress since, and a current version, H.R. 4827 / S. 2519, was introduced in July 2025 and remains pending.
2018 · Passed House, Not Passed Senate
Traveled to Washington, DC in June 2018 for the Patient Quality of Life Coalition (PQLC) Lobby Day, meeting directly with congressional offices alongside NPAF staff to advocate for this bill. It would have increased permanent faculty in palliative care at medical, nursing, and social work schools, expanded research and training for the palliative care and hospice workforce, and launched a national public awareness campaign. The House passed H.R. 1676 by voice vote on July 23, 2018, with 294 bipartisan cosponsors, but the Senate never took it up. Like the Medical Debt Relief Act, PCHETA has been reintroduced in subsequent Congresses and remains pending today as H.R. 4425 / S. 2287.
